2: The Military Oversees and Protects the country's land
While the military is dependent upon the budgetary apparatus in place by any given country's administrative arm of government, the military is, to my mind, independent of governmental control.
It's power comes from the nations who recognize it as the legitimate organizer of a system of government that is to be set up to govern its region of land.
It is instructive to note that in the case of establishing government in the English colonies in the land now known as the United States, the leaders of the "provisional government" were strongly influenced by their English training and background.
Moreover, the first President in the country was himself drawn from the military ranks of General. It was fortuitous that as President he was involved in the newly founded government, while also performing duties in the military that was responsible for protecting the land and its inhabitants therein.
